For most purposes, and certainly in everyday experience, this phase transition happens at 0 degrees Celsius (or 273.15 Kelvin) at one atmosphere of pressure. When two systems are in thermal equilibrium, they have the same temperature. Therefore, if a system is in thermal equilibrium with a system composed of ice and water at one atmosphere of pressure, the temperature of that system must be 0 degrees Celsius (or 273.15 Kelvin).
